Fury as paedophile gets £600 payout for missing possessions


Dumfries paedophile Mark Lavan has won a cash settlement from prison bosses over missing personal possessions.

The 25-year-old mounted a legal action for £1,500 compensation after letters and photos were lost during a jail transfer.

Fury erupted after it was revealed that an out of court settlement, understood to be for between £500 and £600, was reached on Thursday.

Campaigners have slammed the deal as “completely ridiculous”.

She said: “What a complete waste of tax payers’ money. Mr Lavan was originally offered a generous £100 by the Scottish Prison Service.

“For them to give in to his demands and give him almost six times that is completely ridiculous.

“I’m not saying he shouldn’t have been compensated for lost property, but it is not right for someone who commits a horrible offence to then make money out of the system and therefore decent, law-abiding and hard-working people.”

Former children’s entertainer Lavan was jailed for almost five years last March when he was was convicted of having sex with a 14-year-old girl.

He was caught when police swooped at his home in Lochside after the address was linked to a subscriber of a child-abuse images site.

When police searched his computer they found more than 60,000 indecent images on it – including many featuring the 14-year-old.

Lavan was convicted for a second time at Aylesbury Crown Court in Buckinghamshire in September 2013 when he admitted sex offences with another girl.

A spokesman for the Scottish Prison Service said they would not comment on individual cases.

Child sex pervert in demand for compensation

A Dumfries paedophile is suing prison bosses for £1,500.

Mark Lavan is demanding compensation after personal belongings went missing while he was being moved from Saughton Prison in Edinburgh to a jail in Durham last year.

He has rejected a “goodwill offer” of £100 from the Scottish Prison Service.

The 25-year-old, who was jailed for almost five years last March, will take his claim to Edinburgh Sheriff Court next month.

Lavan, a former children’s entertainer, was convicted of having sex with a 14-year-old girl while working with a theatre group.

Police also found more than 60,000 indecent images stored on his computer.

At the time of sentencing, Lord Turnbull at Edinburgh High Court described the case as “desperately sad”.

Lavan was convicted a second time at Aylesbury Crown Court in Buckinghamshire last September when he admitted further sex offences with another girl.

He was sentenced to another four years and eight months to run concurrently with the term he received at Edinburgh.

A spokesperson for the Scottish Prison Service said they could not comment on Lavan’s attempt to secure cash .

But Dumfriesshire MSP Elaine Murray yesterday slammed the pervert’s “ridiculous” bid for compensation.

She said: “One hundred pounds is quite a lot for the Scottish Prison Service to offer in the first place. It would be absolutely ridiculous if this was entertained.

“He won’t have £1,500 worth of belongings in prison to lose. I’m pretty sure he has a grudge with the Scottish Prison Service.

“It looks to me like he’s just after something and he’s looking for a way to make money.

“This is the second time he’s complained about the SPS after he wrote to MP Russell Brown complaining about the sex offenders’ programme in prison in July. When that hasn’t worked he’s moved on to something else.”

Dr Murray added: “He committed a horrible offence, but he has human rights and we need to take all complaints seriously. However, the Scottish Prison Service isn’t there to be sponged off.”

Dumfries man Mark Lavan jailed over sex acts with girl

A man who carried out sex acts with a girl, aged 14, and amassed a collection of child abuse images has been jailed for four years and eight months.

The High Court in Edinburgh heard that Mark Lavan, 24, collected and traded indecent images online.

Lavan, formerly of Lorimer Crescent, Dumfries, admitted making indecent photos and distributing them through a file-sharing programme.

He also pled guilty to engaging in sexual activity with the girl.

Lord Turnbull told Lavan: “You are a young man with a good work record.

“You come from a good family background and have never before engaged in any form of criminal conduct.

“Accordingly it is indeed desperately sad to see someone like you appear before the High Court on what are such very serious charges.”

The judge told Lavan that the indecent photographs of children represented “the serious abuse of the child depicted”.

The former holiday camp entertainer was snared when police discovered more than 60,000 indecent images on his computer – many featuring the girl. 

The pair had met when they were part of the same local theatre company in Dumfries and Lavan helped young performers prepare for their panto. 

Lavan, who compared trading child abuse images with swapping Pokemon cards, admitted a string of sex charges. 

“He did not appear to comprehend or acknowledge that the girl was a child.” 

The pervert also admitted he paid £25 a year to join a sick child abuse images site.
