Paedophile ex-Ofsted inspector jailed over child sex images and grooming a boy online

A former Ofsted inspector has been jailed for making indecent images of children and grooming a boy online.

Adam Higgins, who worked as a head teacher in the south east London borough of Bexley before moving to the schools watchdog, was sentenced at Chelmsford Crown Court today to two years in prison.

He had pleaded guilty at an earlier hearing to two counts of making indecent images of children and one charge of inciting a boy aged 13 to 15 to engage in sexual activity.

The 48-year-old was arrested by Essex Police in September last year, while he was working for Ofsted. He was suspended from post and resigned two months later.

Higgins, of Maypole Close, Saffron Walden, was prosecuted following an investigation by Essex Police’s online investigation team.

Higgins, who was also put on the Sex Offenders Register indefinitely and made the subject of a Sexual Harm Prevention Order, had been head teacher at St Paulinus Primary School in Crayford and then Lessness Heath Primary School in Belvedere, Bexley Council confirmed.

He later moved to work for Ofsted.

Det Insp Daniel Stoten, of Essex Police’s Crime and Public Protection Command, said today: “This man held a position of trust which makes the fact that he was making indecent images of children and grooming a young boy online even more despicable.

“We conducted a thorough investigation and have found no further evidence other than the offences for which he was charged.”

Paedophile school inspector faces prison

A top schools inspector is facing jail for downloading dozens of child-abuse videos and grooming a teenage boy online, it can be revealed.

Adam Higgins was caught by police with almost 100 sick images of assaults on children on his home computer. They discovered he had also propositioned an under-15-year-old using a webcam.

After the 48-year-old pleaded guilty in court last week, education watchdog Ofsted contacted dozens of horrified headteachers to admit that a paedophile had visited their schools.

He appeared at Chelmsford Crown Court last Monday and pleaded guilty to three child sex offences.

Case papers show that he admitted two counts of making indecent photographs of children.

On one count he admitted having downloaded from the internet 89 ‘movies’ – 39 of which were of the worst type of sexual abuse, and in the second count he admitted having a single still photograph.

Higgins also admitted trying to ‘incite a child under the age of 16 to engage in sexual activity’ between June 2013 and September 2014 – the period when he was working as a school inspector.

He was released on bail ahead of sentencing next month.
